This case explores how a Dzongdag (district governor) exercised leadership to convert 3.6 acres of dump into a beautiful greenspace. Governor Ngawang Pem confronted classic challenges of public- sector innovation: designing and implementing change, mobilizing support inside and outside the Dzongkhag, obtaining needed labour and materials, and finding funds. Public sector and local government leaders, as well as entrepreneurs of many kinds, will benefit from working through her challenges and learning how she overcame them..
