This case explores how a Dzongdag (district governor) exercised leadership to convert 3.6 acres of dump into a beautiful greenspace. Governor Ngawang Pem confronted classic challenges of public- sector innovation: designing and implementing change, mobilizing support inside and outside the Dzongkhag, obtaining needed labour and materials, and finding funds.
